The site has actually been made since last April, announced by deputy communications minister Dagestan, Sergei Singarev.

During a meeting with school students during the launch, Sergei Singarev said that the site "encourages young people to help make us all feel safer" in the region - which borders Chechnya in the northern Caucasus.
