Pansus of Riau DPRD gave 16 recommendations towards LKPj AMJ of Pemprov Riau

News24xx.com - March 25, 2019, Special Committee (Pansus) of DPRD Riau together with the Provincial Government (Pemprov) of Riau held a plenary session of the Riau DPRD. The plenary session discussed a number of recommendations for the Regional Head's Accountability Statement (LKPj) in 2018 and the regional head's final term of office (AMJ) 2014-2019.

The plenary session was chaired by Deputy Chairperson of the Riau DPRD, Sunaryo and also witnessed by the Chairman of the Riau DPRD, Septina Primawati and Deputy Chairperson of the Riau DPRD, Kordias Pasaribu, also attended by Deputy Governor of Riau, Edy Natar Nasution.

Before starting the plenary session, Deputy Chairperson of the Riau DPRD, Sunaryo, as the head of the congregation, said that at first there was only one agenda. But based on the results of the Riau DPRD Banmus meeting, on March 25, 2019 morning, regarding the logistics and series of council activities in March 2019, the agenda was adjusted to the results of the Banmus meeting.

"The first Agenda for Submission of Special Committee Work Report on Regional Head Statement of Responsibility (LKPj) in 2018 and Final Term of Office Accountability Report (LKPj AMJ) as well as Approval of Board Recommendations and Remarks from Regional Heads" said Deputy Chairperson of Riau DPRD, Sunaryo.

"The second is the Submission of Proposals for Dismissal and at the same time the Proposal of Ratification of the Appointment and Substitution of the Leaders of the Riau Provincial DPRD Remaining the Occupation Period of 2014-2019 from the Democratic Party Faction" said Deputy Chairperson of Riau DPRD, Sunaryo.

In the submission of the Riau DPRD Special Committee Report to the Regional Head of LKPj in 2018, the Chairperson of the Riau DPRD Special Committee, Karmila Sari stated on the basis of the Regional Head of the Riau LKPj. The Special Committee of Riau DPRD needs to submit 16 additional recommendations to the Riau Provincial Government.

"First, follow up on all recommendations that we submit directly to the description of the problem so that the Regional Head LKPj in 2018 can be more informative" said Karmila Sari.

"This recommendation must be carried out evidence of follow-up in writing to be submitted to the Riau DPRD within 30 days after the LKPj meeting is held" continued Karmila Sari.

Karmila conveyed the second recommendation, the Riau Provincial Government to be serious in following up on the important notes contained in the general view of the factions which were one unit in this LKPj.

"So it is expected that the next year's APBD implementation will be better than the 2018 APBD. Furthermore, providing convenience to investors so that it can facilitate the investment process in Riau, as well as curbing and managing Pemprov assets professionally according to applicable regulations" said Karmila Sari.

This legislator from Rokan Hilir (Rohil) revealed that the arrangement of assets also included the surrender of the bridge that had been completed by the Riau Provincial Government to the regency / city so that the maintenance costs could be budgeted by each Regency Government.

On that occasion, the Special Committee of the Riau DPRD also highlighted the issue of revenue sharing (DBH), which is often late. To reduce the dependency of DBH distribution, the Riau Provincial Government was asked to be observant to see the potential of local revenue (PAD) to cover the unpaid DBH.

"When compiling the Riau APBD, the Provincial Government is expected to be able to estimate the estimated DBH payment that has been made by the central government, so that all activities can be completed within one fiscal year," added the Golkar politician.

In addition to estimating estimates, the Provincial Government was also asked to continuously consult with the central government in order to overcome the delay in the payment of DBH for the province. Because, pay delay is one of the obstacles to the smooth development.

"Not only the DBH problem, the Special Committee which was formed on March 4, 2019, requested that the Provincial Government more carefully determine the APBD by considering appropriate and accountable assumptions" he continued.

He said again, the Special Committee also recommended the Riau Provincial Government to inventory all canceled activities or not yet implemented in 2018, with a note that the survey budget was included.

"Of course this can be immediately implemented so that activities that have been delayed or have not been implemented can remain a priority for the following year, so the cost of the survey conducted is not in vain," he said.

The vast potential of Riau plantations is also under the spotlight of the Riau DPRD Special Committee team and recommends the establishment of a Plantation Office (Disbun) to become a separate OPD, so that the potential of plantations can be handled specifically.

The provincial government is also expected to establish superior crop seeds and seedlings programs through plantation development based on area, so that a quality plantation sector can be fulfilled.

"The final recommendation from the Riau DPRD Special Committee team for the Riau Provincial Government is to carry out all the activities of the central government allocated to the Riau Provincial Government" Karmila Sari concluded.
