The hearing or working meeting was chaired by Chairman IV Commission Husni Thamrin and accompanied by other members such as Asri Auzar, Sumiyanti and Abdul Wahid.

Muhamad Amin, Head of the Riau Housing and Settlement Area Office, said at the work meeting that the Riau Provincial Government through the Riau Housing and Settlement Area Office this year re-implemented a program to build a Livable Healthable Home (RSLH) for the poor.

"There are 1,845 habitable housing units, which will be built this year, which are divided into several packages for Riau districts / cities," said M. Min.

For the progress of his current activities, according to him, his party has given the direction of the village head to create a community group (Pokmas) because if it is ready the Pokmas then the implementation can be started.

A number of commission IV members questioned the program for the realization of the 2018 RSLH program which was not on target.

One of them, Sumiyanti, stated that there were many obstacles to the implementation of RSLH in the field, despite his enthusiasm to help poor people, but in the course of the program there were many people who were entitled but did not get it.

This was said by the Golkar politician, due to differences in regulations in 2017 and 2018, where with new regulations requiring the recipients to have a "house footprint" they were only allowed to receive RSLH assistance, the problem was that many disadvantaged communities did not have a house and only had land so that they cannot receive RSLH assistance.

"We suggest that for 2019 those who have land can get an RSLH house and it is hoped that the new regulation will be communicated to the relevant parties, to change, because most of us find that the community does not have a site, so many people do not get help, "explained Sumiyanti.

Other board members Asri Auzar also said that he received reports that many residents did not receive RSLH assistance even though they had been called and recorded.

But Asri said again, he also found in Rohil district electoral district, there were two brothers and at the same time the RSLH was awakened.

"Three Datuk leaders have come to me, they have been called to Pekanbaru, but they have not got a house, but there are 30-year-old children, they can get a house and one of their older siblings, they also get RSLH," said Asri.

According to him, like there was a collusion, two younger siblings could receive assistance, while there were people who were really poor but could not, and had measured the land but not built a house.

For this reason, Asri said, the program must be improved from year to year so that the aid program is on target. Assigned consultants must be truly professional, and have a conscience, do not play programs in the field, and for the common good, so that these things do not happen again, because they hurt the community, because the truly difficult things cannot be unworthy accept it instead can.

"This is what becomes a community group (Pokmas), the father and his children become workers, maybe this, then ask directly and go down to the community, Mr. Kadis, what we propose is also not included and cannot, who is invited but also cannot," said Asri.

 

"We have validated the data in the field, if there is something that is not right, we cross it, let alone not fulfilling the requirements, our council advises to follow," he said.

The total budget for the RSLH development program in the 2019 Riau Regional Budget reaches Rp. 115 M, and each unit price is different depending on the region such as between Kampar and Inhil because of its natural conditions.
