The position of PLH was a form of regional anticipation if the President of the Republic of Indonesia through the Ministry of Home Affairs (Kemendagri) had not yet issued a name that had been proposed by the Riau Provincial Government until November 14, 2019 tomorrow to serve as the definitive Regional Secretary.

Ridwan said that the assignment of PLh was guided by Law Number 30 of 2014 concerning Government Administration.
